MRC has identified four focus areas to achieve the long-term outcome:

1. WATER QUALITY exceeds levels necessary to support public health, welfare, and the environment.
2. NATIVE SPECIES are healthy and balanced.
3. NATURAL HYDROLOGY is protected and restored.
4. WETLANDS AND FLOODPLAINS are functional.
